A question that comes up often in diaspora investment groups is whether you need a ZIDA license to invest in Zimbabwe. The answer depends on the size and nature of your investment, but understanding what ZIDA does is useful even if you do not need their license.

The Zimbabwe Investment and Development Agency is the single entry point for investment approvals. They handle licensing, sector approvals, investor facilitation, and aftercare support through one application process. Most sectors are open to 100 percent foreign ownership, and the agency has a dedicated diaspora desk that understands the position of Zimbabweans living abroad.

What I have noticed is that most diaspora-owned SMEs do not actually need a ZIDA license. Your company registration and sector-specific licences are usually sufficient. But if you are making a larger investment — above USD 1 million or in a regulated sector like mining or financial services — the ZIDA process is something you need to go through. Here is what it involves.

What ZIDA Does ZIDA replaced the Zimbabwe Investment Authority (ZIA) and consolidated investment approval, licensing, and facilitation into a single agency. Their mandate is to attract and facilitate investment into Zimbabwe, both foreign and domestic.

For diaspora investors, ZIDA offers:

Investment licensing and permits
Sector-specific guidance
Incentive information
Post-investment support
A dedicated diaspora desk

Do You Need a ZIDA License

Not all businesses need a ZIDA license. You need one if:

Your investment is above USD 1 million (or the ZWG equivalent)
You are operating in a regulated sector (mining, energy, financial services, telecoms)
You are a foreign national (non-Zimbabwean) investing in a restricted sector

Most diaspora-owned SMEs do not need a ZIDA license. Your company registration and sector-specific licenses (PRAZ, tax clearance) are sufficient.

If you are making a larger investment, go through ZIDA early. The license process takes four to six weeks and is relatively straightforward.

Investment License Types ZIDA issues several license types:

General License: For most business activities. Valid for 10 years, renewable.
Special License: For strategic investments in priority sectors (energy, infrastructure, manufacturing). Additional incentives apply.
Mining License: For mining and mineral processing. Requires additional approvals from the Ministry of Mines.
Portfolio License: For portfolio investments (stocks, bonds, property). Generally not required for diaspora investors buying shares on the ZSE.

Sectors Open to Diaspora Investment Most sectors are 100 percent open to diaspora and foreign investment:

Agriculture and agro-processing
Manufacturing
Tourism and hospitality
Construction and real estate
Transport and logistics
Information technology
Education and training
Healthcare

Some sectors have restrictions:

Mining: Joint venture with local partner required for certain minerals
Retail: Small-scale retail reserved for locals; large-scale retail open to all
Media: Local ownership requirements apply

Diaspora-Specific Incentives The Government of Zimbabwe offers specific incentives for diaspora investors:

Duty-free import of equipment and machinery for approved investments
Tax holidays (5 to 10 years depending on sector and location)
Accelerated depreciation on capital assets
Exemption from capital gains tax on diaspora investments held for more than 5 years
Preferential access to government tenders for diaspora-owned businesses

Check with ZIDA for the current incentive list — these change with each budget cycle.

The Diaspora Desk ZIDA has a dedicated diaspora desk that handles inquiries from Zimbabweans abroad. They can:

Guide you through the investment process
Connect you with sector-specific experts
Facilitate introductions to government agencies
Provide information on available investment opportunities

Contact them through the ZIDA website or visit their office in Harare when you are next in the country.

Common Questions From Diaspora Investors Q: Do I need to visit Zimbabwe to apply for a ZIDA license A: No. You can start the application online. Some documents need to be certified and submitted by mail, but most of the process is digital.

Q: Can a foreign national own 100 percent of a Zimbabwe company A: Yes, in most sectors. ZIDA and the Companies Act allow 100 percent foreign ownership in non-restricted sectors.

Q: How long does the license take A: Four to six weeks for a general license. Strategic investments may take longer.

Q: Is there a minimum investment amount A: No formal minimum for diaspora investors. ZIDA licensing applies above certain investment thresholds, so confirm the current threshold with ZIDA — most diaspora investments do not need a licence.

ZIDA has improved significantly in recent years. The diaspora desk is responsive, the online systems work, and the staff understand the unique needs of Zimbabweans abroad. If you are making a significant investment, engage with them early.
